Chancellor of Justice: both parents have the right to collect their child's documents
Chancellor of Justice Ülle Madise has concluded that Selver, Hansab, and the Police and Border Guard Board (PPA) are violating the law by refusing to hand over child identity documents to the second custodial parent at Selver stores. Both parents with custody rights are legally entitled to collect documents, regardless of who originally applied for them.

The refusal occurs in cases where the documents were not originally applied for by that parent.
Madise's position is clear: when both parents hold equal custody rights over a child, either parent is legally entitled to collect documents on the child's behalf. Denying this right violates existing legislation governing parental rights and child documentation procedures.
The pick-up service for identity documents at Selver stores is operated in partnership between PPA and Hansab, making all three parties responsible for ensuring the service complies with the law. The Chancellor of Justice has called on the relevant parties to bring their practices in line with legal requirements.
