Under the current rules, individuals who have opted out of the second pension pillar must wait ten years before they are allowed to rejoin. The newly approved bill would cut that restriction in half, bringing the waiting period down to five years.

The reform is part of broader efforts to increase flexibility within Estonia's pension system, which underwent major changes in recent years when the government allowed people to exit the mandatory second pillar entirely. The shorter re-entry window is expected to make it easier for those who left the fund to return if their financial circumstances change.

The draft law still needs to pass through the Riigikogu before it can come into force. The government's approval marks an important step toward giving Estonian savers more options in managing their long-term retirement finances.
