Estonia may run out of male conscripts by 2040, says defence official
The head of Estonia's Defence Resources Agency warns that mandatory military service for women is no longer a question of 'if' but 'when'. Declining birth rates mean Estonia may not have enough male conscripts to fill its military needs by 2040.

Rannaveski stated that the key question surrounding compulsory military service for women has shifted from «whether» to «when». The core reason is straightforward: Estonia's birth rate has been falling steadily, and with fewer boys being born each year, the current conscription model may simply not produce enough recruits to meet the country's defence requirements.
Why the numbers no longer add up
Under the existing system, military service is mandatory for men but voluntary for women. However, demographic projections indicate that the pool of eligible male conscripts will shrink significantly over the coming decades. Defence planners warn that maintaining the required force levels will become increasingly difficult unless the recruitment base is broadened.
The issue is not purely about filling quotas — Estonia's security environment has become markedly more demanding in recent years. With Russia's war in Ukraine reshaping threat perceptions across the Baltic region, Estonia has been investing heavily in defence and expanding its military capacity. Sustaining that capacity long-term requires a reliable pipeline of trained personnel.
Debate over women's service intensifies
While the idea of mandatory conscription for women remains politically sensitive, Rannaveski's remarks signal that the defence establishment views it as a realistic and perhaps inevitable policy direction. No firm legislative proposal has been put forward yet, but the framing of the debate has clearly shifted — from a theoretical discussion about gender equality to a practical question of national security arithmetic.
