Estonia to rehearse emergency evacuation of cultural treasures amid Russian threat
Estonia's Art Museum network will conduct a rapid evacuation drill for the country's most valuable artworks within months. The Ministry of Culture's chancellor warned that Russia deliberately targets cultural heritage, citing its destruction of Ukrainian national identity.
EestiEstonia's Art Museum — which encompasses the Kadriorg Art Museum, KUMU, the Adamson-Eric Museum, and the Niguliste Museum — will hold a rapid evacuation exercise within the coming months to prepare for the possibility of an armed attack. The drill is designed to test how swiftly staff can secure and move works of art considered irreplaceable to Estonian national heritage.
Merilin Piipuu, Chancellor of Estonia's Ministry of Culture, raised the alarm during a broadcast on Vikerraadio, stressing that cultural sites are not incidental casualties of modern warfare but deliberate targets. "Russia is destroying Ukraine's national identity, and cultural heritage sites have become objects of targeted attacks," she said.
## A List Ready for Crisis
Piipuu confirmed that authorities have already drawn up a prioritised list of cultural valuables earmarked for evacuation in the event of an emergency. The existence of such a list signals that Estonian cultural institutions are moving beyond theoretical planning and into practical preparedness.
The upcoming drill will stress-test logistics — how artworks are packaged, transported, and stored safely under pressure — and is expected to reveal gaps that can be addressed before any real crisis. Museum staff across the four institutions will take part.
## Lessons from Ukraine
The decision to accelerate cultural protection efforts draws direct inspiration from the war in Ukraine, where museums, monuments, and archives have suffered extensive damage. Estonia, sharing a border with Russia and acutely aware of the threat to its sovereignty, views the safeguarding of its cultural heritage as inseparable from national defence.
