According to expert assessments, Russia has shown particular interest in optical equipment, maritime and quantum technologies, as well as various production components. These sectors are strategically important and are therefore subject to the strictest export bans.
In addition, Russia has been actively attempting to acquire manufacturing equipment that could be used for industrial and military purposes. Circumventing sanctions through Finland could give Russia a significant advantage in mitigating the impact of existing restrictions.
This information is also important for Estonia, as Finland is Estonia's nearest neighbour and principal trade partner. According to security experts in the Baltic Sea region, all Baltic states and Nordic partners should strengthen cooperation in enforcing sanctions rules and identifying suspicious transactions.
