Since the start of Russia's full-scale invasion of Ukraine in 2022, Russia has made extensive use of a so-called shadow fleet — an aging network of cargo vessels that often operates around sanctions restricting Russian oil exports. Stopping these ships has proven difficult because they navigate in international waters and fly the flags of multiple nations.
The French Navy's intervention demonstrates that Western countries are increasingly using force against Russian oil trade. Previously, similar interceptions have also been documented by Danish and Swedish authorities in the Baltic Sea, where shadow fleet traffic is particularly heavy.
Effective enforcement of sanctions has become one of the most important tools available to Western nations supporting Ukraine in limiting Russia's war revenues. Experts have warned that the growth of the shadow fleet also poses environmental risks, as old and poorly maintained tankers could cause accidents.
