Economy and Enterprise Minister Erkki Keldo (Reform Party) highlighted a pressing problem: high housing prices and strict loan conditions are forcing young families in Estonia's rural areas to face major difficulties when purchasing homes. According to the minister, the situation is particularly challenging outside major cities, where self-financing requirements can become an insurmountable obstacle for a young family.

A Postimees editorial raised the question that high housing prices are forcing many young families to delay having children. As a solution, strengthening KredEx support measures and creating a separate housing loan system for rural areas and small towns were proposed. Keldo says he shares this concern and acknowledges the seriousness of the problem.

In rural areas, obtaining a housing loan is often more difficult than in cities, as real estate has lower market value and banks are more conservative. This means that young families must bear a disproportionately large share of self-financing — if they can get a loan at all. Keldo emphasizes that it is the state's responsibility to help solve such situations.

According to the ministry's assessment, specific measures are needed to make home ownership in the countryside more affordable. Expanding and adapting KredEx support mechanisms to the peculiarities of rural areas would be one way to support both young families' quality of life and to balance Estonia's regional development.
