Pakosta: the state cannot resolve Narva power struggle
Justice and Digital Affairs Minister Liisa Pakosta says the state has limited means to intervene in local government affairs, even during a management crisis. The minister believes that what is happening in Narva demonstrates the vitality of democracy rather than a crisis.

Pakosta said the law has set narrow limits for state intervention in local government activities, limits that apply even when the city faces a management crisis. Although the situation in Narva is complex, it does not give the state additional powers to steer local politics.
The minister was struck by the fact that despite the tensions, local democracy is functioning: political forces are debating, seeking allies, and forming majorities. According to Pakosta, this demonstrates the vitality and functioning of democracy rather than a systemic crisis that would require extraordinary state intervention.
