The session is scheduled to begin at 4 p.m. and can be followed live on ERR's web portal. The self-initiated format means the session takes place without the city council chair's usual convening, relying instead on the coalition parties' joint majority.

Narva is Estonia's largest Russian-speaking city and the regional centre of Ida-Virumaa, where local politics has traditionally been closely linked to both regional and national interests. A possible shift in power within the council is drawing attention across Estonia.
