Russia's Communist Party (KPRF) is preparing for Duma elections using an unusual strategy – the party does not plan to send its most experienced and popular candidates to single-mandate constituencies where they would have the best chance of winning. Media analysts are baffled by this decision.

A Strange Strategic Choice

Particularly striking is the fact that politicians are being sidelined who managed to defeat candidates backed by Vladimir Putin's United Russia in individual constituencies during the 2021 Duma elections. Such results were rare victories for the KPRF, demonstrating the genuine popularity of the party's candidates.

Why is the party abandoning its strongest candidates?

Meduza special correspondent Andrei Pertsev raises a question that remains a puzzle for many Russian political analysts: why would a party that wants to enter parliament with as many deputies as possible abandon precisely those candidates whose success is proven? One possible explanation is that the KPRF leadership has struck an informal deal with the Kremlin that limits the party's actual competition with the ruling party.

Such agreements would not be unprecedented in Russia's political context – the so-called systemic opposition has long played the role of apparent multi-party democracy in the country without posing a serious threat to United Russia. The KPRF's decision may therefore reflect the party's desire to maintain its place in Russia's controlled political system rather than a genuine interest in performing as well as possible in the elections.
